PROJECT DETAILS

Highland Partnership, Inc. and McLaren, Wilson, Lawrie conducted a needs assessment, programming and locational / site analysis for this full-service design-build Police Headquarters facility. The Architectural Firm of Carrier Johnson designed the three-story facility with basement, which at 147,574 s.f. nearly tripled the City’s previous facility size to accommodate departmental growth planned through build out of the City in 2030.

The nested courtyard design concept promotes more pleasant, humane work environments for department staff and exploits every opportunity for energy efficiency. Separate mechanical systems have been provided to continuously occupied spaces in the south wing and to the business day occupancies in the north wing, increasing the opportunity for mechanical turndown and efficiency during off-business hours. Photovoltaic arrays situated on the roof offsets the total daylight, lighting load and enable the project to exceed Title 24 energy efficiency requirements by nearly 22%.

Highland performed relocation project management services which included: Oversight and preparation of comprehensive inventories for crime lab, property/evidence, police equipment, office and storage equipment; Communications Center, Crime Lab, Property/Evidence, Jail and Firing Range; and Facilities specialty. The company also managed the secured moves of guns, drugs, money, property/evidence; as well as the scheduling/logistics for the relocation of 500 staff members during a 24-hour seven day a week work schedule.
