Chula Vista Civic Center


Highland Partnership Inc. of Chula Vista was selected to provide the City of Chula Vista all services required to program, design and construct renovations and expansion of the City’s Civic Center Complex. The Master Plan prepared by Highland’s Team and approved in July 2001 includes new Council Chambers, new City Hall, renovations to the Public Services Building and the new Community Development Building, which along with demolition of the Legislative Services and current Community Development buildings and related site improvements will accommodate all necessary parking on site.

Relocation services for a series of phased moves during the redesign and build out of the Civic Center began with the temporary relocation of Mayor and Council offices, Finance, City Clerk, City Attorney, Environmental Services, City Manager and other support functions, and the subsequent permanent relocation of those functions into the newly constructed City Hall.   Relocation services included the creation and implementation of a series of tracking and relocation schedules; Equipment inventory oversight; Established department schedules and logistics for deliveries, vehicles; pre-moves; and On-site management of all moves.

  • Programming procedures included numerous questionnaires and interviews with City Staff used as the basis for design of the renovated and expanded Civic Center Complex by providing an accurate assessment of square footage needs, department growth and adjacencies, and parking requirements.
  • Renovations increased office and support space to provide adequate working space for current and projected staff.
  • Parking requirements will enable employee and visitor parking needs to be located on the Civic Center Complex site, thus eliminating street parking.
  • Complete relocation project management services.
